I'd like to know if I can format a tag so that its usable via NDEF?

This library works on top of the Proximity APIs and allows working directly with standardized NDEF data.

Formatting tags (= writing capability containers, etc.) is not possible through the Proximity APIs. Therefore, the NDEF library unfortunately can't do it. Additionally, formatting tags is tag-specific and a rather complex process. It requires to send raw, direct commands to the tags (= not possible through Proximity APIs).

If you do have access to a documented NFC driver that exposes this functionality, you might be able to develop such an app; but this wouldn't go through Microsoft's Proximity APIs, but instead use the HW driver directly.

Make sure you buy NDEF formatted tags when you want to work with Windows (Phone) 8. A tag that is sold as NFC Forum tag (= the standard) should always be formatted according to specs. For example in Nfc Interactor for Windows Phone 8, you can find links to tag manufacturers that sell compatible, pre-formatted and standardized tags.
